In a bid to better safeguard the health and wellbeing of its residents, Havering Council’s Cabinet is set to review and implement a refreshed damp and mould policy this month.

The move is part of a broader effort to tackle the dangers posed by prolonged exposure to damp conditions—an issue brought to national attention by the introduction of Awaab’s Law.

This updated policy places a strong emphasis on early identification, long-term prevention, and responsive repairs across Havering’s housing stock.

Key Elements of Havering’s Updated Policy

Identifying root causes of damp and mould and carrying out effective treatments such as mould washes and structural repairs

Preventative maintenance including regular inspection of extractor fans, heating systems, and ventilation—particularly during the colder months

Tenant education and support helping residents understand how to reduce moisture in their homes

Energy-efficient upgrades including external wall insulation, improved windows and doors, and better loft insulation—all designed to both increase thermal performance and reduce damp risks

“This is a much-needed step in the right direction. We see firsthand the long-term health impacts damp and mould can have—especially on children, the elderly, and those with respiratory conditions. The Council’s proactive approach aligns with what we’ve long advocated: prevention, education, and timely remediation.”
